of Chartered Surveyors (RICS). Headquartered in London, RICS is

John J. Hosey IV, MAI, SRA, GRI, Earns Maine Certification
Malvern, PA (April 2009) – Full-service real estate appraisal firm Shelterfield Valuation Services is pleased to announce that Shelterfield President John J. Hosey IV, MAI, SRA, GRI, has earned his Reciprocal General Appraiser Certification in Maine. According to the Appraisal Institute, Mr. Hosey is the only Maine-licensed real estate appraisal professional who has also obtained historic preservation easement certification. This certification is significant given the introduction of a $27 million state bond package intended to provide funds for the revitalization of Maine's downtown areas. The package includes $2 million for nonprofit use in acquiring and reselling, subject to preservation easements or covenants, “endangered historic buildings of local, state or national significance.”
“When the funds become available, there will be increased demand for historic preservation easement valuation,” said Mr. Hosey, “but there is a shortage of appraisers certified by the Appraisal Institute to do this type of work.”
Historic preservation easement appraisals, as well as conservation easement appraisals, are now subjected to heightened regulatory interest because they frequently afford large tax breaks to their donors. This necessitates hiring appropriately certified appraisers. Under the Pension Protection Act of 2006, appraisers of historic preservation and conservation easement donations must possess verifiable education and experience in this type of appraisal work. In addition, the IRS has issued proposed regulations addressing what constitutes a “qualified appraisal” and who may be considered a “qualified appraiser” when it comes to easement matters within IRS purview. Accordingly, the Appraisal Institute launched a certificate program qualifying appraisers to work on conservation and historic preservation easement matters. Completion of the Appraisal Institute courses “Valuation of Conservation Easements,” and “Appraising Historic Preservation Easements,” enables appraisers to present to regulators verifiable education and qualification in valuing these easements. Mr. Hosey has completed both courses and accordingly is able to present verifiable credentials when appraising such easements.

Shelterfield Valuation Services Supports Norristown Festival
Malvern, PA (September 30, 2008) – Real estate appraisal and consulting firm Shelterfield Valuation Services, located in Malvern, Pa., is pleased to announce its co-sponsorship of the Fall for Norristown festival. This year's fun-filled, family-oriented event was held on Sept. 20 from 11:00 a.m. to 4:00 p.m. at Elmwood Park.
The Fall for Norristown festival featured arts and crafts, family entertainment, shopping, live performances, and a classic car show. Shelterfield president John J. Hosey Sr., MAI, SRA, GRI and Shelterfield appraiser John J. Hosey Jr. were on hand to present awards to the five winners of the recent “Why I Love Norristown” contest. The contest was part of a grassroots effort to energize Norristown residents about their community and increase awareness of ongoing positive changes in the area. In addition to the unveiling of the winning contest entries, a new community slogan, “Norristown: Where you belong,” was announced.

Shelterfield Valuation Services Releases Survey
Appraisal Firm Examines the Value Effects of Stigma
Malvern, PA (June 25, 2008) – Responding to a lack of available research, Pennsylvania real estate appraisal and consulting firm Shelterfield Valuation Services has conducted a study examining how environmental stigma affects property values. The study polled real estate professionals to discern how hypothetical stigmas, such as underground water contamination, settlement cracks, and a cellular tower, would affect the values of five fictional properties. The survey results provide valuable insight into what is difficult to prove empirically: how seemingly negative conditions affect perception and, in turn, home values.
“This is a stagnant area of research, which makes it extremely challenging to quantify the extent to which a stigmatized property’s value has been impaired,” said Shelterfield’s President John Hosey Sr. MAI, SRA. “Without a paired sales analysis, which compares the prices of two properties that are similar in every way save for a stigma attached to one of them, it is nearly impossible to determine by how much a stigma reduces a property’s value. Yet oftentimes appraisers are asked to do exactly that.”
For those not familiar with the term, the Dictionary of Real Estate Appraisal, 4th ed. defines a stigma as any adverse public perception regarding a property. In other words, when a property’s association with a negative condition or event adversely impacts its marketability and value, that is a stigma.
To gain insight into the effects of stigma, Shelterfield presented 300 real estate professionals with five fictional stigmatized properties. The properties represented scenarios that Shelterfield appraisers have encountered during more than 30 years as real estate appraisers. The 40 survey respondents evaluated a heating oil spill in the basement of a home; an underground gasoline plume; a cellular phone tower located near a housing development; a radon remediation system within a home; and settlement cracks in a newly constructed house.
