Valuing a stigmatized property (a property that is or has been affected by a negative event or condition, such as ground water contamination or proximity to a cell phone tower) is a challenging task for real estate appraisers. Without a paired sales analysis - that is, comparing the prices of two properties that are similar in every way save for a stigma attached to one of them - it is almost impossible to determine by how much a stigma has reduced a property’s value. Yet frequently appraisers must do just that. An expert in the valuation of stigmatized properties, Shelterfield Valuation Services Founder and President John J. Hosey IV, MAI, SRA, MRICS, recently conducted a survey of real estate professionals in Pennsylvania, New Jersey and Delaware to further explore how certain negative events would affect residential and commercial property values. Upon learning about the survey, the prestigious Royal Institution of Chartered Surveyors published a summary of the survey, together with its full results, in the February 2011 edition of “Valuation Briefs.” RICS is the leading member organization in the world for professionals in property, land, real estate, construction and related environmental issues. The organization’s members, Mr. Hosey included, are widely recognized as leaders in their professions.
